Minutes of Honington Parish Meeting AGM 3rd December 2025

Attending:  Debbie Parker (Parish Meeting Chair) Millie Parker (Parish Meeting Clerk), Penny Swift & Steve, Karen & Steve Madden, Wendy & Richard Coney Snr, Mick & Viv Wing, Barrie Hope, Christine & Michael Paske, Tim Carter, Kate Holley, Alastair Hennessy, Hayley & Tony Cameron, Cerys Macauley, Josh Yates, Chris Hainstock.

Reading of the minutes from Annual General Meeting 4th December 2023 – No matters arising

Item 4 – Planning Applications

Mick & Viv Wing confirmed that following 2 previous planning rejections for their oak car port their appeal has now been rejected based on street scene. It was agreed that the Clerk would write to the relevant planning department and offer support for the plans in the hope that the appeal might be upheld.

Chris Hainstock asked if there was an update on Top Row Development, Wendy Coney confirmed that an architect has finally been appointed and she is awaiting work to commence with the appointment of a builder soon. Unfortunately the old buildings cannot be demolished for fear of hampering the planning permission.

Item 5 – Financial

It was confirmed that an annual zero precept would as submitted, declaring no funds held.

Item 6 – Village Maintenance & Projects

Parish Meeting Notice Board: Since the last AGM sadly the village notice board is no more!  It was agreed by all that the Clerk would pursue the council funding option that is open from April 2026 for such things as this and hopefully by the summer we will have a new notice board in place. It was also agreed that the current location will remain as it’s the most central location for the village and Wendy Coney agreed that she is happy for the notice board to remain on her property.

Public Footpath: Jenny Gardiner recently asked about the public footpath at the back of her property and a conversation took place between Lincs County Council (Mr Savage), Richard Coney & Debbie Parker to discuss the option of moving the footpath, the option was to enter the field at the bottom of Main Street and walk along the inside of the hedge to the opening onto the footpath on the A153. This could be considered a Permissible Footpath and Richard Coney has expressed that he is happy for this to be used as it will be easier for everyone concerned, Mick & Viv Wing have agreed to work with Richard Coney and the Lincs County Council to ensure the official channels are followed. The meeting supports this and will pass on any communication sent & received so far.

Item 7 – Proposed Events

Tim Carter confirmed that the Christmas Eve Carol Service will again take place at St Wilfrid's Church from 6:00pm followed by a warm welcome of Mince pies & mulled wine at Church Grove supported as always by Janice. If anyone would be happy to do a reading during the service please contact myself or Tim directly.

Item 8 – Any Other Business

1 Bottom Row, Michael Paske asked if there was any update on the property which has now been empty for 2 years? Debbie Parker confirmed that the bungalow was alleged to have structural damage following it’s flood however I have requested an update from the SKDC housing department and will keep everyone updated

After 3 years loyal service as your Parish Meeting Clerk Millie Parker decided to step down to allow our former Clerk Barrie Hope to retake the post. Millie resigned her post and following a show of hands it was agreed Barrie Hope would take over the post.

Everyone thanked Millie for her service and wished Barrie good luck in his role, the handover process will be completed before Christmas.

Debbie Parker agreed to continue as Parish Meeting Chair.

Kate Holley asked for the A153 footpath to be cleared of weeds & branches. This has now been logged with  Lincolnshire Conty Council.
